Sewer Replacement Whitby

Sewer Replacement in Whitby

We find the failed stretch of pipe on camera, show you which part the Region of Durham fixes and which part is yours, and replace your part under a permit we pull from the Town of Whitby.

The sewer replacement Whitby homeowners pay for should cover their own pipe and nothing more. In Whitby and Brooklin, the Region of Durham repairs most of the line between house and street, so the first job is finding exactly where yours has failed. Our registered plumbing technicians come from Oshawa, 10 to 20 minutes from most of Whitby. We put a camera down the line, tell you whose pipe is damaged and price your part in writing. Sewage coming up the floor drain? Call (905) 576-3043, where a live operator answers 24/7.

What Replacing a Sewer Line Involves

Your house drains through one pipe. It starts as the building drain, often under the basement floor, passes through the foundation wall and runs underground to the Region's sewer in the street. Old clay cracks, and its joints open and let roots in. Cast iron rusts thin. Plastic can be crushed or pulled apart at a fitting.

Replacing a failed length means digging down to it, laying new pipe on firm bedding with a steady fall, and joining it to sound pipe at both ends. The Region's sewer by-law wants trenches "adequately protected against settlement", because pipe that sinks later forms a dip where waste collects.

Sewer Replacement Whitby: How the Job Runs

  1. Camera and locate. We run a camera from the cleanout, note each defect and how deep it sits, and trace the pipe across the lot.
  2. Sort out whose pipe it is. Damage in the Region's stretch is reported to the Region on 311. Damage in your part gets a written price.
  3. Permit and locates. We apply to the Town of Whitby for the building permit and request utility locates before anyone digs.
  4. Replace. The failed length comes out and new pipe goes in on firm bedding.
  5. Inspect, then backfill. The trench stays open until the Town's inspector has seen the new pipe.
  6. Clean and check. We flush the line, run the camera through again and suggest a cleaning interval if trees are close.

Who Is Responsible for Which Part of the Line

The Region of Durham, not the Town, runs Whitby's sanitary sewers. The Town's own engineering standards require them to be built "in accordance with Regional Municipality of Durham Standard Specifications". The Region's basement flooding page draws the line: "Homeowners are responsible for repairing damage or breaks to the sanitary sewer service connections if it is damaged within one metre (three feet) from the house foundation or within the house."

The Region's sewer by-law (90-2003, consolidated January 2026) covers the rest. For a detached house, semi, street townhouse or link house with its own connection, repairs to or renewals of the building sewer, the pipe from that metre out to the property line, "shall be undertaken by the Region (excluding surface restoration, landscaping and paving)". The fee schedule lists this as "No Charge", and you sign the Region's release form first. Between the property line and the main, only the Region's employees or agents do the work. One exception matters on long lots: "The Region will not clean, repair or renew Sewer Services which are longer than 30 metres."

So on most Whitby lots, your part is the last metre outside the foundation and everything inside, including any drain under the basement floor. That is the pipe we replace. Damage farther out goes to the Region.

Permits for Sewer Work in Whitby

The Town of Whitby lists "Plumbing, drains and heating systems" among the typical projects that require a building permit. For any sewer replacement Whitby homeowners book with us, Hayes pulls the permit, and the Town may ask you to sign a letter of authorization. Ontario's Building Code then requires notice when building drains and sewers are ready for "inspection and testing", and before outdoor plumbing is backfilled, so the new pipe stays uncovered until the inspector has seen it.

Digging also waits for public utility locates from Ontario Dig Authority. Its locators mark lines the utilities own. Private sewer and septic pipes are left out, so we trace yours with our own camera and locator.

Signs Your Sewer Needs Replacing, Not Another Repair

One crack or a single root entry is usually a section repair. These camera findings point to replacing your whole part:

  • Breaks or open joints at several points, not just one.
  • A sag where water sits and solids pile up.
  • A collapsed or crushed length, or cast iron rusted through.
  • Roots at joint after joint, back soon after cutting.
  • A line that backs up again within weeks of each cleaning.

Backwater Valves, the Region's Loan and Drain Cleaning

A new pipe will not help when the street sewer itself is overloaded. The Region lists overloaded sewers that "force wastewater back through the sewer pipes" among the causes of basement flooding, and a backwater valve closes against that flow. With your line already open, we can install one on the same job.

The Region's basement flooding page still links its Basement Flooding Loan Program. It offers an interest-free loan of up to $3,000 to owners whose basement flooded from a sanitary sewer backup, repaid on the quarterly water and sewer bill over no more than 3 years. It covers an approved backwater valve and a sump pump, and the Region needs the permit, a final inspection and original invoices. Confirm the current terms with the Region first.

If the camera shows a sound pipe that is only clogged, drain cleaning clears it with no digging.

Sewer Repair in Whitby: FAQs

Common questions from Whitby homeowners.

Usually, yes. The Town lists plumbing and drains among the projects that typically need a building permit. We pull it and book the inspection.

If the break is on the Region's section, its by-law leaves out surface restoration, landscaping and paving, so putting the driveway back is yours to arrange. If the break is in your part, ask us to list the restoration in the written quote.

It depends on how much pipe is replaced, how deep it is and what sits above it, and we give you the expected timing with the written quote. Locate requests for a single address are completed within 5 business days, and a Whitby inspection requested by 3 p.m. can be scheduled for the next business day.

The Region's by-law says it will not clean, repair or renew a sewer service that long. Ask the Region (311 or 905-668-7711) how that applies to your lot. If the work falls to you, we can camera and price the full length.
